  How can I install a plugin that I want and is not there on my site?

  You can’t. A quick glance at the threads on the Plugins tag in the forums will show you that plugins cannot be used at WordPress.com.

  There are workarounds for many kinds of functionality, though, so why don’t you tell us what you want to accomplish and we can tell you how to do it.
