i recently signed up with wordpress directly , and have have paid for a domain name but do not have the plugins options on dash board?

No, you wouldn’t have it if your blog is hosted on WordPress.com. We do not have plugins. They are only for independently-hosted WordPress.ORG blogs, as you can see from perusing https://en.forums.wordpress.com/tags/plugins
Buying the custom domain gives you only that: a custom domain. It does not turn a WP.com blog into a WP.org blog.

so even if i were to buy the business package, i would still not have access to plugins ? there is and option to to import the wordpress plugins download, just not sure how.

You can buy all the upgrades you want, you will not be allowed to install plugins.

As raincoaster told you, the option is to move to WordPress.ORG.
