Do they not allow plugins anymore? I have my own domain on my blog and I would like to add some plugins, but it just won’t let me.

There are two kinds of WordPress. If you have your own domain (powered by wordpress.ORG), then you can use plugins. The site linked to your name is a wordpress.COM site: we can not use plug-ins on this multi-user platform.

If you have purchased a domain name and are using domain mapping to direct your WordPress.com blog to your domain name, your site is still hosted here on WordPress.com and you are still bound by the limitations and ToS in place here.
