  For security reasons, you can’t install plugins on a hosted wordpress.com blog: Plugins

  External plugins are for self-hosted wordpress.org installs. Here’s a bit of info on the difference: .com and .org

  There may be something we can suggest to do what you want, though! What exactly are you looking to install a plugin to do?
