Plugins

I was told that there would be a plugins tab below the appearence tab but there is not. Is this something that has recently changed?

Plugins are not allowed on blogs at wordpress.COM for security reasons. Plugins are for self-hosted blogs using the software from wordpress.ORG.

The advice you received is not for wordpress.COM blogs. It’s for wordpress.ORG installs and the two are different as explained in the sticky post at the head of this forum > https://en.forums.wordpress.com/topic/please-read-me-first-before-posting?replies=1
There is no FTP access to free hosted wordpress.COM blogs like the one linked to your username and we cannot install any individual plugins.
