Plugins aren’t available at WordPress.com. I’m not entirely sure what plugin you’re referring to. It isn’t possible to add meta keywords to your site for search engines. However, if you’re looking for stats capabilities, we offer quite a few stats by default for WordPress.com blogs as explained here:
