  I do not appear to have plugin on my dashboard. How do I get this?

  If you have a wordpress.com free hosted blog you don’t because we do not have plugins. This can be verified here in the FAQs http://faq.wordpress.com/2005/10/27/can-i-upload-my-own-plugins/
  http://faq.wordpress.com/2006/07/22/where-is-my-plugins-tab/

  If you have downloaded software from wordpress.org then you are in the wrong forum. The correct one is http://wordpress.org/support
  This can be verified in th sticky post at the head of the forum https://en.forums.wordpress.com/topic.php?id=3700&page&replies=1 and also in the FAQs http://faq.wordpress.com/2006/05/07/wordpresscom-vs-wordpressorg/

  If this is the correct blog http://melissafrei.wordpress.com/ then you are already in the correct forum. And we do not have plugins on our blogs here. :)
