There are no plugins for wordpress.com sites. That’s a feature of self-hosted WordPress that you can get at wordpress.org.

benuc is correct. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

This is the WordPress.COM support forum. You need to post to the WordPress.ORG support forum for help with your site because it is not hosted by WordPress.COM.
WordPress.com and WordPress.org are completely separate and have different logins and support forums http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

I dont see a TOS problem? I’m frustrated because I paid for WordPress.COM and then bought a wordpress.COM theme, and its not working

thats weird. I have a bluehost login and it takes me to wordpress and a file manager but i cant figure out how to use it. the bluehost takes me to the same dashboard as wordpress.COM

No blogger initiated advertising is allowed on WordPress.com blogs. The only blogs that can be equipped for ecommerce are those with the $299. per year business upgrade. http://en.support.wordpress.com/ecommerce/
The only advertising program at WordPress.com is called WordAds and it’s for blogs on their own domains.

Hey powercouplelife, there’s likely a miscommunication going on here. If you have it hosted at bluehost, what you are dealing with is WordPress.ORG, as opposed to WordPress.COM.
Though made by the same company, they are different species of website.

The site in question is not hosted at bluehost, though, right? It’s hosted through WordPress.com, and therefore doesn’t have things like FTP access, custom theme uploads, and plugins. -
