I am an admin with my own domain and I do not have access to the plugins tab.
The blog I need help with is: (visible only to logged in users)

I can’t figure out why I don’t have access to the plugins option on my menu, given the fact that I am an admin for my site and have my own domain. Please help me figure out why this option is missing.

Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:
