  I want to use a plugin on my site (forums plugin) but dont want to pay the 99 $ a year upgrade is there another plan?

  Plugins can’t be installed on WordPress.com regardless of the plan.
  Plugins are only for self-hosted WordPress.org based sites.

  In case you are unaware, please read the difference between WordPress.com and WordPress.org.
