Why is it that i cant find the plugin icon on my dashboard?

You are confusing WordPress.COM hosted blogs and WordPress.ORG software installs.There is no such install plugins tab/button on any WordPress.COM hosted blogs now and there never has been one. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. Hi hitilaonline – if you let me know what you’re trying to do I’d be glad to see if there’s a way to do it on WordPress.com! We have many plugins already built right in.

To center your site logo would require an annually renewable bundle of upgrades so you can edit the CSS. See here for details on purchasing the annually renewable Premium bundle http://store.wordpress.com/plans/premium/ that contains a custom design upgrade required for CSS editing:

@hitilaonline, we can center the logo by applying text-align: center; to the hgroup parent div like this.
hgroup { float: none; text-align: center; }Go to Appearance > Customize > CSS, delete all the informational text in that window, and paste in the above custom CSS.

Hi there, there is 40px of top padding on #masthead that you can reduce with the following CSS. Adjust as desired.
#masthead { padding-top: 40px; }There is also 20px of bottom margin on the site logo itself which you can adjust with the following.
#masthead .site-logo { margin-bottom: 20px; }If you also wish to center your header image (below the site logo, you can add the following CSS.
#masthead { text-align: center; }
