I just finished a new installation and do not see plugins. Does anyone have any input in regards to their whereabouts?

Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:

I have the same question, Robyn. I want to be able to add a threaded discussion forum to my site where people can ask questions and get answers, much like we are doing here but with more than one category. I found something called “symposium” I think and it says on their site that it DOES work with WordPress, but based on what I’ve read so far on your site, that can’t be true. Can you assist? Thanks! :)

As already stated above there is no FTP access and no blogger installed plugin capability on WordPress.COM blogs.

For your WordPress.COM blog you have three free workaround forum options: http://onecoolsitebloggingtips.com/2012/04/23/wordpress-com-forum-options/
One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.

Now I have a forum, but I can’t figure out how to make it SHOW UP in my blog. Preferably I’d like there to be a drop down–tab at the top that says Discussion Forum and have that be the link, but I can’t figure out how to do that. I DID “add the link” and it’s there in my dashboard as added, but I can’t see it on the public face of the site and I don’t know where it “went” when i added it. Any thoughts?

If you’ve created a forum outside of WordPress.com, you can add a link to it be creating a custom menu. Here’s how:
