I was try to use plugins on my website but every time I do it says to upgrade. Do I have to be a premium member to install plugins on my website?

Actually, plugin functionality is only available on self-hosted sites.
On WordPress.com, we include the most popular plugin functionality within our sites automatically. As a result, WordPress.com users won’t find a Plugins tab in the Dashboard.
There is a list of functionalities built into the system at https://en.support.wordpress.com/plugins/
If what you are trying to do is not included there, provide some information so we might be able to provide you with assistance.

Please read the answer provided by @rkoffy. There is NO WAY to install plugins on WordPress.com.
Also, please don’t hijack existing threads with unrelated issues, especially if you’ve already started your own thread!
