How do i add plugins to my website on wordpress. I’m trying to add the plug in that allows me to forward one of my pages to another website. How do I do that? I have a premium account, but do i need to upgrade to a business account?
The blog I need help with is: (visible only to logged in users)

Upgrading won’t change this. There are only ecommerce plugins available which are specified here https://en.support.wordpress.com/ecommerce/ when one has purchased a business upgrade. Other wise, blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

As far as I know there is not way to add plugins on a WordPress.com website.
Maybe shoud you consider to migrate your site to a WordPress.org version?

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
To get hosting http://wordpress.org/hosting/
To move into a self hosted wordpress.com site https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

WordPress.org support docs are at https://codex.wordpress.org/Main_Page
