  Are you referring to the site linked to your username? dagabastudio.wordpress.com If so, we cannot upload 3rd party plugins to our site. More about that here: https://en.support.wordpress.com/plugins/

  Please let us know what you are trying to do and perhaps someone can come up with a workaround. Many of the shortcodes and widgets on WordPressdotcom do the work of some plugins.

  Is there any tutorial for using them?
  Cause all the video tutorial on YouTube for your site is different from wordpress new plugins rule policy

  You do need to be alert when you’re surfing sites that the info presented is actually intended for WordPressdotcom sites and not WP in general. Otherwise, it can be confusing. Standalone WordPress and WordPressdotcom are different. More about that here: https://en.support.wordpress.com/com-vs-org/

  Other than the links on those pages which explain what each widget and shortcode can be used for, do you have a specific need?
