Hi, I was hoping to get some help with adding a plugin so that I can publish links I like to my blog. I downloaded the ‘add link post’ from the wordpress website for plugins, but I’m not sure where I’m supposed to activate the plugin. please help!

Hello, these are the built in plugins you have available to you as part of WordPress.com:
It looks like you found that plugin from the WordPress.org site. You cannot install custom plugins if you have a WordPress.com site. You can however do so if you have a WordPress.org site. See the differences between the two:
If you want to install your own plugins you will need to create a WordPress.org site.
