I am trying to add a plugin from wordpress.org and can not do so. When I click on the ‘plugins’ tab it only asks me if I want to add a shop to my page (which I do not) and doesn’t give me the option to bypass that so that I can add a plugin. I am new to wordpress and am very frustrated with the site.

You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no FTP access https://en.support.wordpress.com/ftp-access/ to wordpress.com hosted blogs and there is no blogger installed plugin capability

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read the differences here http://en.support.wordpress.com/com-vs-org/
As you are referring to a wordpress.ORG software install on paid hosting, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
