Okay, so I am trying to download a plugin called ‘All in one favicon’ that shouldn’t be a problem except for the simple fact the plugin option on my dashboard. Ive tried everything, and I just cant find the plugins option. Is the plugin option something I only get if I download WordPress onto my mac? and if so, how do I do it properly? Because Ive looked it up, and what they show is how to download WordPress if you dashboard have a blog already… HELPPP!

You are confusing wordpress.com hosted blogs and wordpress.org software installs. There is no upgrade that changes what I will post below.
There is no blogger installed plugin capability. Plugins are not permitted here at WordPress.com for various security reasons. Please refer to our article on the difference between WordPress.com and WordPress.org for further clarification. http://support.wordpress.com/com-vs-org/

https://en.support.wordpress.com/moving-to-a-self-hosted-wordpress-site/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
