Plugins

I not have plugins option on my dashboard. I created this site with wordpress some years ago and i have never seen the plugins option. Some say that it is turned off. I am admin and have double checked that. I cannot figure out how to navigate to the area i need to turn on capability. Help please!!!

You are confusing wordpress.com hosted blogs and wordpress.org software installs.There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. https://en.support.wordpress.com/plugins/
What you see on ur dashboard directs to limited plugins exclusively for WordPress.com Business users who can integrate eCommerce features in their site by using eCommerce partners ( Ecwid, Shopify or Gumroad).

https://en.support.wordpress.com/ecommerce/Blogger installed plugins are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality.
