The plugin features does not work. I have tried three different themes. but the plugin does not deliver anything

Assuming you’re referring to vetpetblog.wordpress.com, the plugin feature does’t work because plugins are not allowed on WordPress.com for security reasons – despite the plan you’ve chosen. Therefore, the plugin feature won’t be displaying in any of the themes you’ll activate.
Plugins can be upload and activated on the WordPress.ORG software, which powers the self-hosted websites. For more information about the differences between WordPress.COM and WordPress.ORG please visit this link: http://en.support.wordpress.com/com-vs-org/.

Hi there. Plugins are used on self-hosted WordPress sites, and are not possible for you to install here on WordPress.com.
Some features are built right in though, so we may be able to offer suggestions… What are you looking to do/add on your site with a plugin?

Hi there! WooCommerce isn’t currently available on WordPress.com, but can be used with your own install of WordPress (from WordPress.org).
There are many hosts that let you install WordPress on them other than Bluehost, such as Pressable and SiteGround. If you have a host in mind that you’d like to use, it’s worth checking to see if they can host WordPress, since many do.
