Good evening,
I recently started working on a blog, and before I buy a subscription I want to make sure I can at least use the basics of the interface… which is much easier said than done!
How can I access the plugin menu? I’d like to add Sendinblue and 10to8 to my webpage.

If you think bloggers can install any plugins on wordpress.COM blogs then you are confusing wordpress.com hosted blogs and wordpress.org software installs.
There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been Blogger installed plugins are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality. https://en.support.wordpress.com/plugins/

If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, so you can post to the support forums there.
