My site does not have the plugins option in the menu.

Plugins can’t be installed on a WordPress.com hosted site, but a lot of plug-in functionality is already built in: http://en.support.wordpress.com/plugins/
If there’s a particular plugin you have in mind, you might want to visit the idea forum and suggest that the plugin be added: https://en.support.wordpress.com/plugins/#plugin-requests
If you really need the plugin, consider moving to a self-hosted installation of WordPress. That involves registering a domain, buying hosting, and setting up a site using the free software from WordPress.org: https://wordpress.org/

Thanks for answering my question. I need to create a portfolio in WordPress and I read that a plugin is required to create it. I spent so much time trying to install the plugin.
