You were never able to install plugins on the wordpress.com platform without upgrading to the Business Plan. You are confusing with the open source software wordpress.org.

Hi there,
There’s two versions of WordPress.
The open source WordPress software is made over on WordPress.org. That software has no restrictions, and you can install plugins on it without having to pay us anything. But you do need to host that software somewhere, and that typically comes at a cost.
The forum you’re posting in now is for the hosting provider, WordPress.com. We’re a managed host that offers a modified version of the WordPress software made on WordPress.org.
It didn’t use to be possible to use plugins with us at all, and we only introduced that option for the first time in 2017 under our Business Plan.
