    Good day

    Currently working on my site directly off your WP webpage, Are we able to upload plugins to a specific theme as I cant seem to find anything to all me to add new plugin?

    The blog I need help with is: (visible only to logged in users)

    All available plugins on WordPress.com are already built in and you don’t have the option to install third-party plugins here.

    On WordPress.org, which is self hosted, you do have that capability. This page explains the differences between WordPress.com and WordPress.org in more detail.
