  I’d like to know if the premium plan allows you to upload plugins. I’m looking to install this: https://wordpress.org/plugins/column-shortcodes/

  You appear to be confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting. WordPress.com blogs have built-in plugins only. Read https://en.support.wordpress.com/plugins/

  Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

  For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
