I do not see a plugins interface on my dashboard, i was wondering where it was and whether I can add the usage of plugins to my current website.

We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have some really cool widgets. Perhaps one of those might meet your needs?

So the self-hosted wordpress.org, would that require further monetary investment?
As for the widgets, my need was for something that could allow people to comment and like my posts and have that be synced to show on facebook, so as to create more publicity for the posts themselves.

Yes, quality third-party hosting generally costs money.

Sorry, but I am going to shift my question to third-party hosting.
Other than have to provide a specific amount of money for a given time (like monthly or yearly), what other installment requirements would a third party hosting require? I am interested, because i do not have any experience with such areas and want to know if it is too much hassle to set up.
