Is it possible to add plugins other than the standard ones offered for free accounts? I’d like to add the bbPress (or another forum plugin) to the page, but cannot figure out if free plans allow it, and if so, how to get it. Thanks for any help you’re able to provide.

WordPress.com blogs have built in plugins. If you are reading anything that makes you think that we bloggers can install plugins, advertising, custom themes or third party themes on sites hosted by wordpress.COM, then you are mistaken/misinformed. We have never had that ability. You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. Permalink structure cannot be changed on sites hosted by wordpress.com
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.

https://move.wordpress.com/WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

bbpress is a plugin for wordpress.ORG software installs.
For your WordPress.COM blog you have three free workaround forum options http://onecoolsite.wordpress.com/2012/04/23/wordpress-com-forum-options/
One approach is to register a forum on the internet and then create a custom menu in your blog and include a custom link to the forum in it.

Another is to use the P2 Breathe theme https://theme.wordpress.com/themes/p2-breathe/We have a chatbox widget. The Tlk.io widget allows you to embed a web chat in your WordPress.COM hosted blog. http://en.support.wordpress.com/widgets/tlk-io-widget/ There are no other chat options I know of that work on WordPress.COM blogs at this time.
