  I am trying to install the PolyLang plugin in order to have a bilingual website but I can’t find it. Can someone please advise me on what I have to do?

  Plugins are a feature only used for self hosted WordPress sites. Those sites use the installation of WordPress. That is quite different from what happens here at WordPress.com. This guide outlines those differences: https://en.support.wordpress.com/com-vs-org/
