  I would like to know if the plugins will be free or not if i subscribed to WordPress.com eCommerce

  You would have access to install third-party plugins and themes on the eCommerce plan. Additionally, the eCommerce plan is powered by a curated selection of extensions that have been developed by WooCommerce.

  All extensions have been designed to work together seamlessly and are frequently updated to leverage the latest technologies and improvements in WooCommerce.
  Extension updates are rolled out automatically for you, empowering you to focus on growing your business – not managing plugins and updates.

  If there are any other WooCommerce extensions not included in the plan that you want to use and they’re not free, then you would have to pay for those separately.
