  Unfortunately, plugins are only applicable to self-hosted blogs and web sites using the WordPress.org software. Plugins are not permitted here at WordPress.com for various security reasons. You can only use the built-in plugins. Please read this document to see built-in plugins that are included within WordPress.com sites: https://en.support.wordpress.com/plugins/

  If you desire to install other plugins, you will have to create a self-hosted site. The following support doc explains the difference: https://en.support.wordpress.com/com-vs-org/
