  By upgrading to Personal Plan can I get access to Get response plugins?

  Hi there,

  A personal plan upgrade will not allow you to use plugins. The only plan that will allow you to install plugins from the official WordPress repository is a business plan. There are still some plugins that may need modifications by the author in order to use them with WordPress.com.
