  Is there additional charges for the plugins?

  There are no additional charges for using plugins, but note that custom plugins can be installed only on the WordPress.com Business plan which comes at a certain cost. You can check the WordPress.com Business plan cost on your WordPress.com pricing page: https://wordpress.com/pricing/

  By default though, all WordPress.com sites come with built-in plugins meant for important use. You can see the list of in-built plugins here: https://en.support.wordpress.com/plugins/
