  If I purchase a premium plan, am I able to add a plugin in the future if required?

  Ability to install plugins is purely dependent on which WordPress.com plan you are on. You can install plugins only if you are on the WordPress.com Business plan. You can check it here: https://wordpress.com/pricing/

  To clarify, ability to install plugins is not affected by your theme. It’s dependent on your WordPress.com plan.
