  In order to install plugins, you would need to upgrade to the Business plan.

  On WordPress.com, we include the most popular plugin functionality within our sites automatically. Additionally, the Business plan allows you to choose from many thousands of plugins, and install them on your site.

  At WordPress.com, to use any plugin, you must have a Business Plan.

  Any other plan doesn’t allow the use of plugins.
