  I have a free wordpress.com site
  I want to be able to create a Q&A page using ‘DW Question and Answer’
  Can I upgrade my current site so that this plugin can be added?

  If you want to use this custom plugin then you need to upgrade to the business plan. Because Business plan only has the feature to add custom plugin to WordPress.com site.
