  What does the error message say?

  Uploading plugins on a WordPress.com site is only possible on a site with the Business Plan upgrade, and that’s also the error message you’ll see if you try to upload a plugin at My Site ->Tools ->Plugins on a free site like http://gothsangat.wordpress.com/
