Plugins and adding Ads

Hi There,
Quick question i have been using wordpress.com for about two weeks now. I have one quick question, how do i add plugins to my dashboard? I seem not to have the option to do this.

No plugin’s allowed (security and reliability issue) – also you can’t sell your own ads or put ads on your site – if you have a custom domain name you can apply for WordAds – a revenue sharing system at WordPress.COM
