Plugins and admin privileges / Plugins y derechos de administrador

I’m admin of my own blog, but I can’t manage the plugins ’cause the page says that I’m not the admin.
Soy administradora de mi propio blog, pero no puedo acceder a la sección de plugins porque la página dice que no tengo derechos de administrador.
The page I’m redirected says that / La página a la que me redirige dice lo siguiente:

Your site linked to your username is not hosted on WordPress.COM and you are posting to the wrong support forum. This forum is for support of sites hosted on WordPress.COM.

Please be aware that WordPress.com and WordPress.org are completely separate. That means your require separate log-ins for each kind of blog.

There is not FTP access to free hosted blogs and we cannot install any plugins. They are only for WordPress.org installs.

I know. But the “redhelling” thing is completly separate from “aastami.wordpress.com”, and is this last one what I have trouble with.

I seen in other blogs that in the “Dashboard” there are a section name “plugins”, I can’t see it and I can’t acces, and I’m still having the adversiment I showed.
