plugins and appearance menu on my premium wordpress are missing

hi all, i really need a help.
i just about to adding seo widget to my WP, but i cannot find the plugins menu, not either the appearance and some other menu…
is there any possibility that it has been hidden by my IT programmer? and how to get it back…thanks for your all kind attention

There is NO upgrade you can buy for a WordPress.com blog that enables the ability to add plugins. None.
Furthermore, on a WP.com blog you don’t need any SEO widget or plugin; right out of the box you have more SEO than an optimized WordPress.org blog.
