Plugins and move widgetsa

  Hello.I have a blog.First I can not find plugins anywhere on my blog.I go to my app and try to upload new but it can not be recognized by uploader.Second I can’t drag the widgets anywhere.Can you help me?I didn’t install msql because I just wanted a blog,and when I started to create a blog there wasn’t necessary to do that.Do I have to install WordPress just to write a blog?
