Hello, I’m a web developer and I’m personalizing a site from my client, but I need to do some modifications in the template and add some plugins, but I can’t because Worsdpress.com don’t give me the options to do it.
What can I do?

Yes, you can’t use plugins and modified templates/themes on WordPress.com

You need to hire a web host http://wordpress.org/hosting and set up a WordPress.ORG install to be able to install plugins and themes.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. Read all the differences here http://en.support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
