`Plugins button` not in my dashboard

  Hi,
  I would really appreciate some instructions, explanation how to gain Plugins button back to my dash board, in order to install SEO package.
  I have already bought the domain, not sure if the plugins button was there before.
  I am a beginner, please make it simple, so I can understand the procedure.

  We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
