plugins – can't edit site…

I’m trying to get to the plugins, so I can edit the site, but plugins is not showing up in the dashboard.
can someone please help me figure out how to get this working?

Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.

WordPress contains two built-in editors that allow you to edit Theme files directly from within your browser. They are called the Theme Editor and Plugin Editor.

So, what you’re saying is that this is TWO DIFFERENT sites?
So, I just paid for a premium site at WorkPress.com and now will have totally wasted those funds, because I’m at the wrong site?

That is a support doc that applies ONLY to http://wordpress.ORG software installs. It does not apply to any blogs hosted by WordPress.COM like http://daveschumanforsheriff.wordpress.com/

WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. The refund period for Domain Registrations and Renewals is 48 hours.

Thanks timetheif. I really appreciate your help. I did this yesterday, so I should be OK. I used a different account, but will log into that one and submit the cancellation request.
It looks like I’m already subscribed to this topic.
Can you recommend someone who would be willing to assist me in getting things moving in the right direction? I know there would be a fee and I think I will only need a few hours of help.
