No, WordPress.com does not allow plugins. There are widgets and shortcodes though, and these allow a lot of customsation.

Another question: I am a new user (obviously). I switched from blogger because of their 20 page limit – but I was a fan because it let you customize any coding for free. Are there any glaring limitations for basic wordpress users that I should be aware of before I get too deep into it?

I can’t think of any special limitations. The only thing I can think of is that with WordPRess.com you can only use the themes available in the dashboard (but there are loads) and to edit CSS you need a paid addon

No javascript. No iframes. Flash has to be converted using the Gigya Shortcode before it can be used. No ads. No Google Analytics.
On the plus side: super security, great tech support, 200+ nice looking themes for free, a bunch more for less than a hundred bucks. Outstanding SEO. The Reader helps connect the community.
