  how do i add the recipe card plug in i found from wordpress.org?

  You can’t use it. There is no FTP access and we cannot install plugins here at WordPress.com. That said, we don’t need to. See here for the recipe shortcode > http://en.support.wordpress.com/shortcodes/recipes/
