  Hello, I would like to know how to add plugins on my admin page. I would like to add the linkwithin widget in order to recommend other articles at the end of my articles.

  You cannot use plugins on a WordPress.com blog at all for security reasons. You can, however, use Recommended Posts. I believe it’s on your dashboard under Settings->Writing.
