plugins menu

i was trying to set up plugins on my blog,
however there is no even option “plugins” in menu.
Please help.The blog I need help with is: (visible only to logged in users)

WordPress.com does not offer the option to install third-party plugins. If you would like more control over plugins and the option to install your own, a WordPress.org setup would be the best solution for you.
