The site address on your topic doesn’t have any content on it. Do you have any other site that you’re working on and is upgraded to Business Plan? If yes, you’re able to get support via live chat and private email for all paid plans.
In case you’re not on a Business Plan, uploading plugins to the site hosted on WordPress.com is not possible.

Hi athar1211,
I’ve checked your account and there are no Business plan upgrades for any of your sites. As staff-zara mentioned, custom plugins can only be installed on sites using this plan.
