Plugins not available?

How come i do not have a plugin links in my wordpress dashboard? Not only that but i also cant edit my permalinks.
The blog I need help with is: (visible only to logged in users)

We cannot use plugins at wordpress.COM. Plugsins are for self-hosted blogs only.

I dont understand that… theres a huge list of plugins for wordpress why wouldnt i be able to use them?

Because wordpress.COM is a multi-user platform and we all share the same underlying files. That means that if you were to upload a plugin that had an error or a security flaw in it – on purpose or not – it could conceivably bring down all the blogs here. It is a security concern. It is the same reason we cannot directly use flash, iframes, forms or javascript here.

i dont have plugin option in my dashboard which everyone has under the apperance tab….wat to i do how do i get the plugin tab back…..

Dumb people are not allowed to use plugins. It’s as simple as that. When you’re smart, you get to wear the big girl panties and use plugins.
