plugins not available

  My other blog/websites have a plugin manager in the left-hand column of the dashboard, why does my new blog not have the ability to utilize any of my plugins?

  The blog I need help with is: (visible only to logged in users)

  There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.

  There is no upgrade you can purchase that changes anything at all stated here http://support.wordpress.com/com-vs-org/

  FTP access, plugins and third party themes are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.

  WordPress.com and WordPress.org are completely separate. if you require plugins then you must hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. http://wordpress.org/
